CARES Act

On March 27th, 2020, the federal government passed the Coronavirus Aid, Relief, and Economic Security (Cares Act) which established the Higher Education Emergency Relief Fund (HEERF). HEERF is to assist enrolled students and higher education institutions during the unprecedented financial crisis caused by the coronavirus pandemic.

College of Alameda (CoA) received CARES/ HEERF Act Relief Funding. The college submitted an Agreement and certification to the Department of Education with the assurance that the college intends to use no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

Timeline and Description of Emergency Financial Aid Grants

Method to Determine Awards:The College’s initial award to students ranged from $750-1500. Students were awarded based on Pell eligibility/ CA ISIR and their enrollment load. The College provided additional funding for home campus students* in the following categories: Students demonstrating financial need according to Cal ISIRS (Fall/ Spring) (awards equivalent to Title IV aid); Students actively earning Federal Work Study funds (Fall/ Spring) ($4200); AB 540 students deemed ineligible to receive Early Action Emergency Financial Assistance Grants as of 1/21/22) ($560); students who were eligible for CARES/ SEA funds but were under-awarded due to system error ($50-300). The College authorized additional Grocery Grant awards ($300) to COA students enrolled in a minimum of 3 units at the college (application required). In Fall 2022 COA awarded $500 to COA students enrolled in a minimum of 3 units at the college who submitted a financial aid application. In Spring 2023 COA awarded $500 to students enrolled in a minimum of 6 units at the college who submitted a financial aid application. International and special admit students excluded. <td

Method to determine awards: Emergency Financial Aid Grants were distributed to students enrolled in the spring 2020 semester on March 10, 2020. This date coincides with the Peralta Community College District decision to move to remote and online programs and instruction due to COVID-19. Grant amounts range from $150 to $500 and are distributed based on enrollment status as well as a student’s level of financial need as defined by the 2019-2020 Free Application for Federal Student Aid (FAFSA) and California Dream Act Application (CADAA).

Students should have completed a 2019-2020 FAFSA or California Dream Act Application for College of Alameda.

Students should be enrolled for the Spring 2020 semester at CoA and have at least one active class as of March 10, 2020.

Students should be enrolled in at least one on-campus course for the Spring 2020 semester.

Students who are 100 percent distance learning (fully online) class loads are ineligible for funding under CARES Act regulations.

Guidance provided by the institution to students concerning the Emergency Financial Aid Grants

Access your funds with BankMobile

College of Alameda (CoA) delivers your refund via BankMobile, our third-party vendor.  It’s important that you are able to get your refund quickly and securely.  If you are not a financial aid student, you may still receive other sources of money from CoA, including HEERF.  Make sure you list a valid mailing address on Campus Solutions- Profile so that you will be able to select a refund preference.  If your address is invalid or does not exist, you will not be able to select a refund preference.

Refund Preference

Selecting a refund preference gives you the opportunity to choose how you want your refunds delivered.

Your refund choices include:

1) Deposit to an existing account

Money is transferred to an existing account the same business day we receive funds from your school. Typically, it takes 1 – 2 business days for the receiving bank to credit the money to your account.

2) Deposit to a BankMobile Vibe Checking Account

If you open a BankMobile Vibe Checking Account (upon identity verification), money is deposited the same business day we receive funds from your school.

Receiving refunds by check was an option for students to select in the past.  However, the check option is no longer available to new students. If you had the check option before the switch, a paper check will continue to be sent as your refund preference. If a student doesn’t select a refund preference or if the account is closed by default, a paper check will be mailed to the address that BankMobile has on file after 21 days.

Personal Code

You will receive a letter through mail or receive an email reminder containing your personal code. If neither applies, you can request a personal code from BankMobile. This code will give you instructions on how to select a refund preference directly from the BankMobile website.
